Balin Left Banner and Anhui Changfeng Rongtong Discuss Mineral Resource Cooperation

On September 8, 2025, Chen Hunan, Secretary of the Balin Left Banner Committee, held an investment promotion meeting with Liu Shaodong, Chairman of Anhui Changfeng Rongtong Industrial Development Co., Ltd., and his delegation. The two sides engaged in in-depth discussions on mineral exploration and development, mining rights integration, and the revitalization of idle mines, aligning their respective development strategies and future industrial plans.

Secretary Chen warmly welcomed the delegation and provided a comprehensive overview of the mineral resource endowments in Balin Left Banner and the broader Chifeng region. He emphasized that Chifeng is a major mineral-rich city and a nationally designated strategic reserve base for nonferrous metals. As one of the core production zones of Chifeng—known as the “Hometown of Nonferrous Metals in China”—Balin Left Banner boasts abundant mineral resources and significant development potential.

Chen noted that the banner is currently advancing three key initiatives with firm resolve:

• Industrial capacity doubling,

• Breakthroughs in new mineral discoveries, and

• Expanded investment promotion.

He highlighted ample opportunities in mining rights consolidation, mineral processing, and smelting, and expressed hope for deepened mutual understanding and pragmatic cooperation with Anhui Changfeng Rongtong to jointly advance high-value mineral development and deep processing, achieving complementary strengths and mutual benefit between the local government and the enterprise.

In response, Liu Shaodong expressed gratitude for the banner’s support and conveyed strong confidence in Balin Left Banner’s investment climate and mineral potential. He stated that his company will further study the local resource conditions and industrial policies, and actively explore collaboration in mineral exploration, ore beneficiation and smelting, and the application of innovative technologies. The company aims to accelerate substantive progress in cooperation and contribute to the high-quality development of Balin Left Banner.

The meeting was attended by banner leaders Zuo Xianglong and Jin Ming, along with heads of the Natural Resources Bureau, Industry and Information Technology Bureau, and Commerce and Investment Promotion Bureau.
